If permission is given, you then you need to locate a local professional to do the work for you.

It’s definitely not a DIY job as the council will have requirements that service providers must meet. Some will only allow you to use their endorsed contractors, while others allow you to use your own, just as long as they are certified to the requirements of the New Roads and Street Works Act 1991, and hold public liability insurance. Highways Act 1980 Section 184, makes it a crime to drive a vehicle along a footway. These are the physical lowering (or dropping) of the kerb and permission to allow vehicles to cross on the public footway.

Five kerb sections will be required to make a driveway average. Assuming that your road and footpath are owned by the Council, you will need to apply for permission from them. The Council may deny permission for any reason, be it as a roads or planning authority, but also both.
